Unfortunately not, filters don't work yet on news. If they did it
would be possible though.

You'd need a filter acting on your own outgoing messages (best filter
on Message-Id: as the "if all of these conditions meet" doesn't seem
to work either) that then calls a script/program which adds the
tagline (for example by replacing a token in your signature).
