I did some more testing (Using SnoopDos) and found out that MDII 1.4.4
_does_ use openurl.library if Voyager isn't running. But if it's
already running MDII checks an 'webbrowser_ipc' port and then I
assume it addresses Voyager directly. And this means that my
openurl 'open in new window' settings are ignored.

In my opinion it should use openurl.library always - if it's
available.
