It requires both sender and recepient to be using Outlook.  It also
requires that the recalled message is still in the Inbox (no good if
you filter messages to separate folders), and also that the message is
unread.  IIRC it also requires that they are logged on to their mail
server which is why it really only works in an Exchange
server environment, I guess it would be pretty hit and miss otherwise.

WRT news not all servers allow you to remove/recall messages anyway. 
I think you need to know the message ID and then use the header
X-Supersede Message ID

Long time since I've seen it done or discussed though so I could well
be wrong there.
