That's the problem.  Outlook is obviously doing something strange to any
attachments it sends - you need to get the person using it to check through
the options and make sure it is in a mode that is compatible with the rest
of the world.  MIME/Base64 should be fine.  Switch off "compress
attachments" if there are any options like that.  Switch off anything else
that looks obscure and try it again.  Sound like an Outlook problem to me. 
I've seen problems like that from older versions of Outlook - people not
being able to view the attachments.  Sometimes they come through fine,
other times they don't.
