I doubt it is done this simply, you'd be throwing 3/4ths of the
frequency response away. Much more likely that they've finally put the
ATRAC2/3 encoder to use at 20:1 (see http://www.minidisc.org/atrac2.html).

I'm hoping/wishing they also allow a 10:1 mode. As long as they're
going to bust the format, they might as well put all the options in at
once.

Yes, it would be great. However if the 20:1 stereo is encoded as
joint-stereo, then 40:1 mono is probably not possible, at least with
the same quality as stereo. (But how about a 50:1 (~32kbps) high
quality mono voice recording mode like the work Sanyo did in
http://www.minidisc.org/transcriber.html?  Let's throw all the
possibilities in! You could put your *entire* 26 hour collection of
Spanish lessons on a single disc!).
