There is one major difference:

A deck has a motorized disc-loading/ejecting mechanism. I must yet see the first
portable that features a motorized disc-loading/ejecting mechanism.

And I think it's this mechansim that limits the mounting angle! 

I've got my 7900 deck mounted at about 75 degrees. One out of ten discs (Sony or
HiSpace) eject with dificulties.
