Nope.  PLL locked means locked by a PLL, ie. 'P'hase 'L'ocked 'L'oop
locked.  The two occurences of the word "locked" are referring to
different things.  The first "locked" refers to the phase of the
synthesised frequency (a description of the operation of the circuit
element), the second to the magnitude of the frequency.
