No. All they are is dark plastic pieces with the hole at one end shaped like
a TOSlink jack and the other end shaped like an optical miniplug so that, if
you put a TOSlink cable into the TOSlink end of the adaptor and the miniplug
end into an optical minijack, it will make light-tight connections on both
ends.
All it adapts is the shape of the optical connector. If your soundcard's
output is coaxial digital, then Nathan summed it up: you'd need something
else to convert the coaxial signal to an optical one.
