Yes, they do.  You can turn it off in winamp, if you like.  I don't know about
WMP.  They do this in order to sample the audio stream so they can generate 
visualization goodies off of it (as opposed to just going straight through the
cable, the programs would never see the data, and hence would not be able to
represent it).
