In fact, the MD format reserved 8 sectors for UTOC data, and only 3 are used
by the current track, title, datestamp maps. Perhaps the Group function uses
another sector,
and perhaps they could define an extended titlemap sector to double the
titling capacity or somesuch. The point is that the disc format itself still
has room to accomodate growth, they just have to make up their minds to use
it.
