Sorry, this does not work. I just tried PmDefaults, and powering on or off 1 or 2 MIDI devices has no effect: Clicking the "Refresh Device List" button doesn't change the list of devices.
Mac OSX 10.7, PmDefaults 1.0 > PmDefaults does this.
