Radio stations would be required to pay performers when their songs are
played under legislation approved Wednesday by the House Judiciary
Committee.

The contentious legislation, which pits the recording industry against
broadcasters, is now eligible for consideration by the full House. The
vote was 21-9.

Rep. Marsh Blackburn, R-Brentwood, is an original sponsor of the bill as
is Rep. Steve Cohen, D-Memphis, a member of the Judiciary Committee who
voted for the legislation.

Proponents argue that performers are due compensation for their work.
Opponents argue that airing music provides free promotion and that
making radio stations pay royalties could cause some to go out of
business.

At stake is an estimated $2 billion to $7 billion per year in royalties.
