I'm pretty sure it doesn't. For instance, the MediaWiki software is GPLed, which affects changing it and distributing it, but not *using* it: it's perfectly OK to use MediaWiki to manage non-GPL content (in fact, many non-Wikimedia wikis use a Creative Commons license). In much the same way, it's OK for non-GPL programs to query the (GPLed) API.
