Hi holyzard - I believe this is probably related to Fandom's servers utilizing the Cargo extension's use of rate-limiting support, discussed from https://phabricator.wikimedia.org/T331689 .
It's possible that a Fandom team member may be on this here mailing list list (which is pointed to in the error message as you indicate) as well, although one thing you may want to try is logging into that wiki, then carefully issuing successive requests as a logged in user (I recommend not hitting it too hard). Meanwhile, if login doesn't seem to give you the velocity of API access desired, would you please see https://community.fandom.com/wiki/Help:Bots about contacting Fandom? I realize you may not be operating a bot, but it may be a decent place to start for making further contact about Fandom's suggested approach.
