Added tsr to tpl-end meta-tag as well to improve DSR completeness.
* Duplicated TSR info from tpl-start meta-tag onto tpl-end meta-tag
since this seems to help increase completeness of DSR info on
some DOMs. Ex: "{{cite book|title=foo}} http://foo.com"; doesn't
RT without this fix.
* No change in parser tests coverage.
