Increase abusefilter emergency shutdown threshold for feedback to 20% This will not affect general abusefilter usage (which remains at 5%), only the AFTv5 filters. In case on of those filters matches 20%+ of all feedback submitted, the filter will automatically turn off (to precent malfunctioning filters from blocking submissions).
