db-codfw.php: Depool db2070 for maintenance
I am going to use db2070 to clone db2034. db2034 is an rc server
but the other rc server has a predictive failure disk and has had
some issues, so I do not want to push it. I will use db2070
and if it works fine I will repartition db2034.
This whole transfer might make db2034 break down as stated in: T149553
