Lower depool threshold for Apache to 0.8 (80%)
With 0.9 one can only depool 7 out of 66 eqiad app servers. Given that our usual
CPU usage is around 15% that seems overly cautiuos, let's reduce it to
0.8 to leave more leeway for cluster maintenance (allowing bigger cluster parts
to be depooled/upgraded at once).
