A lot globals get constructed there (which also causes code inclusion,
though apc helps). It would be nice to lazy instantiate those via some
common factory with a registry. We spend ~10ms in Setup.php (more in cli
mode), so it won't be that huge. I'd wait on the HHVM gains first to see if
it's still worth doing anything there.
