Without them we cannot show a customized message properly (maybe you can treat it as a MediaWiki bug?). Here's a test: 1. Have a look at Special:PrefixIndex: [1]. 2. Check the following pages: [2] (zh-cn falls back to zh-hans) [3] (zh-tw falls back to zh-hant). 3. So without /zh-cn subpage, the customized message in /zh-hans cannot be shown to zh-cn users.
