Sorry - the place I had added the category statement would have put it inside
the transcluded elements. The correct solution was
{{Box||1={{{3|Under Construction}}}|2=[[Image:Dialog-information.png|left|
40px]]'''This is a new page, currently under construction''' <div
class="clear"></div>|3={{{4}}}|4={{{5}}} }}[[Category:Under_Construction]]
Now the category page shows a whole list of pages using {{Construction}}
