If they've never edited (including deleted edits), then it should be safe to delete them from the database, but you would have to do it manually as far as I know. You may need to delete log entries concerning those users as well (at the very least, they will each have a log entry from when their account was created), since otherwise they would refer to non-existent users and I don't know what problems that could cause. While you are right that there is no advantage to non-contributing accounts, there isn't really any disadvantage either.
