He changes the whole page. In such situation MediaWiki is usually able to merge the sections by itself, but each of them is a full page save. It gets exposed in the fact that when there's an edit conflict, you will get the whole page even if you were editing just a section. But really, this is low-level stuff which the users shouldn't be concerned with.
