The Vector extension was first bundled with MediaWiki 1.18, it has existed longer than that though.
As of MediaWiki 1.22, the Vector extension is obsolete and its stable features were merged into MediaWiki core. The javascript module vector.collapsibleNav was removed in 1.24 for performance reasons. Once of its quirks was the flash of things like "Navigation". This should be better (try it out on en.wikipedia.org and mediawiki.org which run 1.24alpha).
