I tweaked the proposal to have people file a Community Process bug if they want sysop access, since this is how we handle similar requests for access to other systems (gitorious repos, etc.) This is a little more transparent. I also added a note that people shouldn't request sysop access unless they have been actively doing wiki gardening for a couple of months. Believe it or not, I had someone request it a while back after posting to the wiki only a couple of times.
