We've discussed this before, and we just don't have the resources
to maintain new mailing lists for each language. This could turn into
hundreds of new mailing lists pretty quickly, and each of those would
require maintenance and oversight from time to time. It would be a huge
burden on the project, and we just don't have enough administration
resources to do it.

I recommend talking to Margie Foster and Dimitris Glezos to see what
other options are available through Transifex.
