yes, Marjin led the effort of packaging most of the standark KDE distribution and an early set of working packages are in the community obs (he will be able to explain more in depth) http://repo.pub.meego.com/home:/mkruisselbrink%3a/kde/meego_1.1_core/ about the dependencies, it's mostly the kde related libraries (that are in the process to be splitted as much as possible to make applications depend only on features they need) apart from that there don't seem to be needed 3rd party packages not present in MeeGo core.
