For good measure, a nomination is saying "this person has skill and merit and I'm describing this as I think he/she should be part of the steering group, due to his merit and contributions".
Merit and democracy doesn't work well together (voting often becomes a popularity contest, whereas merit is based on evaluation of the work done). I could have no skill at all and hand out 100 EUR checks to all of you for votes and then it wouldn't be meritocratic :) So I think that after this weekend, we'll look through the incoming nominations and select an initial set of steering group members.
