Actually gcc is right. If you build without RAR support then the inline
"no-operation" RAR handlers don't use the callback argument and gcc is
smart enough to work this out, display the warning and eliminate the
function from the build.

I think we should probably just leave that as is for now - at least
until we know what is going to happen to Moorestown SEP support.
