The IRQ path is serialized, the input layer open/close are serialized by the input layer and the initialisation/shutdown paths are also serialized by caller. The only mess-ups I know of were the create/remove time ones where there were tiny windows during tear down/start up but those I fixed in the recent push by simply re-ordering them properly.
