In fact, the better scan result is implemented in FW (We have upstreamed to 
linux.firmware)
In driver site, it must manage the scan result from FW.

For current design, the life time of each AP node is 2 mins and 4 missing 
counts (This may need to modify for different WIFI Manager UI).
Previous driver, we have bugs for AP node management. 
The invalid AP node may not be free (memory leakage or dead AP node still 
exist) and some AP nodes may not follow the rule of 2 mins life time and 4 
missing counts.
So, this patch is to fix the AP node management in driver.
