A runtime is a MeeGo image configured to run under QEMU. QEMUGL is a version of QEMU for IA32 architecture which includes modifications to enable GL acceleration of MeeGo images running under it. If you start a runtime from MADDE, it will be booted using QEMUGL (or the separate QEMU for ARM, depending on the type of image).
