The new web page is correct.  In response to feedback from one of our  
users, I noticed that the formula for the epsilon model was not  
correct for the case where you have both conductivity and harmonic  
resonances in the dispersion.  Basically, the reason things are a  
little subtle is because of how we added (for computational  
convenience, in handling anisotropic materials) the conductivity as a  
coefficient times D rather than E.
