Hi Eran, thats right. Meld wont connect to the repository unless explicitly told to. Also there is no builtin way to compare against CVS head. Partially this is beause it's too CVS-centric, partially because I never work this way. I use viewcvs to watch changes as it's much more powerful than a dumb client can be. So far, I've resisted trying to make meld a "full" featured VC client and in fact I'd love to see somebody start a spin off project with this goal.
