Sorry,

I just noticed that there is already a Filter dropdown on the folder
diff views, which shows your list of "file filters".

Thus my suggestion would be to add a similar dropdown menu to the file
views in which you could enable, disable your text filters as well as
the "ignore blank lines" option.
