I can reproduce this with Ubuntu 13.04 and 13.10 and with current master branch (3ef9951f), but I see the same thing at 126bdb8b (the commit that introduced the port to Distutils). The command
sudo ./setup.py install gives error: can't copy 'data/icons/HighContrast/scalable/apps': doesn't exist or not a regular file data/icons/HighContrast/scalable/apps does exist but it's a folder. I'm fine with just linking to bin/meld but I wanted to report this. I understand that I'm dealing with a development branch, but I wanted to make sure you were aware of this.
