You were, of course, correct.
I hunted down some other gtk3 apps (as opposed to gtk2 apps), and they
all had similar issues.
Apparently, the theme I was using didn't have gtk3 support. I
installed the "greybird" and selected it, and now GTK3 menus have
borders (and are shaded to differentiate them from man app windows).
Scroll bars and gutters are also shaded. Life is good.
