The idea was that that pipeline would be used for future 3.18.x
releases, and then *hopefully* we can switch to msys2 for 3.19.x.

I just haven't made a 3.18.1 release yet. I will... try to get the
motivation together to do this. It's just been held up a fair bit by
the Gitlab migration among other things.

Yeah, 3.18.0 isn't buildable for win32; there's at least a problem
with the cx_freeze version and probably other issues.
