uris for what? Presets?


no, users (see subject of this thread / the ticket title). the ticket's
description provides the context:

currently an anonymous user's username is replaced with their chosen
username when they register, and no other identifier persists to provide a
common uri. this prevents some of the anonymous user's ratings
(NetworkStarFilter, RecommendedFilter) from translating over once they
register.
