I am looking for resources and contacts who have implemented new
Landscaping & Lighting Maintenance Assessment Districts after 218. I
did not see any information on the website, if this is a repeat please let
me know. I am interested in attempts as well as successful
implementation. Please exclude examples where the District /
Assessment was created and levied where a developer had a
controlling share.
Background
The East Bay Regional Park District annexed an area several years ago.
The property tax rate sharing gave zero to the District yet perhaps for a
more noble purpose the District proceeded with the annexation. An
existing LLD Assessment is in place with levies only on residential
parcels. Staff is evaluating an increase / new assessment to address
the financing of services in this area. Obviously there are now additional
hurdles with the criteria required in Proposition 218.

1. Name of Agency, Contact person, Phone Number.
2. When was District / Assessment established?
3. What is current year budget amount from the assessments? Approx
number of parcels / units?
4. What is primary scope of work completed with the Assessments.
5. How did you deal with the Government Property requirement to
assess and who collects and bills the amounts for these parcels.
(Assuming there is not a property tax bill.)
6. What was the ratio of non-residential properties assessment
compared to residential. (Assuming the work was associated with
primarily a residential benefit.)
7. Did you utilize a consulting firm to prepare the assessment materials
and run the election? If yes - name
8. Other advice / comments.
