[CSMFO Members] SB 1760 and AB 1600

OK all you helpful people--Would someone please point me in the right 
direction to find these 2 items.  I have spent hours looking through the 
Web site for CSMFO and also CSDA(Calif Special Districts) and can't find 
anything.  Surely someone out there is following these bill requirements 
and can help  poor, poor pitiful me.
