Our policy in San Carlos is to only fund Non-Profit requests that are 
sponsored by a City Department and carried in their line item budget.

That way, we only fund non-profits that the City really benefits from 
and believes in.  

It's a very effective approach.

Each Year after our Annual Budget is Adopted Non-Profit organizations come 
before the City Council requesting donations.   The amount of  each donation

varies but can range from as little as $500 to as much as $20,000.  

We have asked organizations to submit their request prior to our budget 
adoption but that doesn't seem to be working.  Additionally, Our Council has

been critisized by Non-profit orgainzations because they have not funded 
their projects.  Our Council has struggled over who is in need the most,
City 
Staff or Non-Profits.  

Each Year our Council has to pospone funding resources to Staff in order to 
balance the budget and each year non-profit orgainzations request funding.  
It is hard for Council to fund outside organizations and later tell staff 
that there is no funding for city projects.

We have tried budgeting X-amount of dollars a year for donations but it 
becomes a first come first get situation and that now pits orgainzations 
against the Council.  What I am requesting is either a process or a policy
to 
deal with "Donations to Non-Profit Organizations."  I am hoping to present 
this to the City Council on our next Council meeting therefore I would 
appreciate a response ASAP.
