the city for services such as park landscaping and custodial work, etc.
be required to provide some level of health benefits to employees
working under these contracts

Does your city contract-out for services with private companies such as
 park landscaping, custodial services, etc?

If so, please answer the following:

1) Do your bid specifications require companies to provide health
      insurance benefits to their employees under your proposed
      contact?

2) What type of health insurance coverage is offered, if known?
      How much does this increase the cost of your contact?

3) Do you allow an in-lieu payment (for example: increasing the hourly
     rate by a certain amount)?  If so, what is the amount & how do you
     verify it was done?

4) If you undertook an audit of health benefit or in-lieu payment
      provisions, what were your findings?
