"Linking Performance Measures to the Budget," a one-day advanced seminar for 
city/county/state public managers, financial officers, management and budget analysts, 
human resource directors, and department heads will take place on February 11, 2000 in 
Long Beach, California and Portland, Oregon.

Stephen Morgan, Deputy City Auditor for the City of Austin, Texas, is the seminar 
leader in Long Beach. Mr. Morgan has also served as Acting Deputy City Auditor, 
Assistant City Auditor, and Performance Audit Manager.  He has played a key role in 
converting the auditing office from a traditional financial auditing office to one 
that provides a full range of modern internal auditing services. He served on 
executive corporate teams to implement performance budgeting, innovative pay 
processes, and improved strategic planning. "Performance budgeting provides the means 
to link performance goals to appropriate resources and then hold government at each 
level accountable for achieving the results represented by the goals" said Mr. Morgan. 
 "This is the best way to respond to an increasing citizen demand for better services 
at a reasonable cost."  As a faculty member of the Government Audit Training 
Institute, and as an independent consultant, he has designed and delivered numerous 
training courses.   

Martha Marshall, seminar leader in Portland, Oregon, is a management consultant, 
specializing in helping government organizations improve performance and obtain 
results.  She worked for the Prince William County, Virginia government for almost 20 
years, and in that position helped Prince William County design and implement systems 
to improve local government accountability and achieve high performance.  Ms. Marshall 
serves as a fellow and board member of the American Society of Public Administration's 
(ASPA) Center for Accountability and Performance, and is former President of the 
Northern Virginia Chapter of ASPA.

According to the Government Auditing Standards Board (GASB), public officials have the 
responsibility to apply resources efficiently and economically to achieve the purposes 
for which they were developed B and to demonstrate effectiveness by rendering a full 
accounting of activities by providing the appropriate documentation to the public and 
to those to whom they are accountable.  This advanced seminar provides public managers 
with a foundation to develop a performance measurement system, make performance-based 
decisions, and begin implementation.
