Happy Monday!  I'm sure this question was bantered around before, but now I 
need to reference it.

How do other cities address change orders for construction contracts?  Is 
there language written in your municipal code or in the individual 
contract(s)?  Is staff and/or city manager allowed to approve a certain 
limit before going back to Council?  What is that limit?

Right now Murrieta has language in each contract that sets a cumulative 
limit of  71/2% of the original contract before it goes back to Council. 
 This is quite cumbersome and finance is getting some flack from the 
development staff and contractors about this process.  I'd like to 
establish a procedure that works for everyone.

I'd appreciate a response by Monday (11/15) and I'll post the results.
