[CSMFO Members] Incentives For Saving

We all know the system has a built-in incentive for depts to spend all 
of their appropriations by the end of the fiscal year or loose 
remaining funding and answer obvious questions during the next 
budget process.  Does anyone have a program, policy, or practice 
in place that encourages savings by, for example, allowing depts to 
keep some of the savings to spend on one time capital needs?
