The City of Calistoga has a small computer system of around 30 PCs, two
servers, a combination of networks to connect 6 separate sites through a
combination direct wire, modem, ISDN and a quasi DSL (PacBell DSL is not
available).  Our current ISP is through a modem connection. The servers
are running WindowsNT and Novell. All of this is being serviced on a
month to month verbal arrangement.

The current maintenance provider has proposed a more formal monthly
maintenance arrangement. He also has a proposal to upgrade and
standardize the systems, the WAN network and establish a new ISP with
essentially T1 line capabilities.  This upgrade also includes adding a
server for e-mail, WEB site and internet access. Part of this upgrade
proposal is dependent on providing leased space in the Police Department
to the ISP for installation of his equipment and T1 line to provide
services to the City and other clients. Not being in a urbanized area,
our alternatives seem limited.

What are other cities, of similar size, doing? Are there examples of
monthly maintenance agreements and scope of services? For ISP providers
- is there a more formal agreement in providing ISP services other than
a month to month arrangement?  For the leased space to an ISP are there
unique issues in the lease agreement? Are there other Cities that have a
similar arrangement? How is it working? What are the issues, aside from
the typical policy issues of public space for private purposes?
