As Trust Administrator for the Public Agency Retirement System, Phase II Systems
currently and proudly administers 401(a) plans for 165 public agencies. We
appreciate the opportunity to tell you more about what we do for our current client
cities including:
Alameda, Arroyo Grande, Azusa, Berkeley, Capitola, Carson, Chula Vista, Cypress,
Duarte, Emeryville, Escondido, Fontana, Fountain Valley, Gardena, Gilroy, Glendale,
Glendora, Hawthorne, Hayward, Huntington Beach, Irvine, La Quinta, Laguna Beach,
Laguna Hills, Lake Forest, Lakewood, Long Beach, Manhattan Beach, Marysville,
Milpitas, Modesto, Monrovia, Morro Bay, Napa, National City, Newport Beach, Norwalk,
Oxnard, Pacifica, Palmdale, Pasadena, Petaluma, Pico Rivera, Poway, Ridgecrest, San
Marcos, San Marino, San Rafael, Santa Clara, Santa Maria, Santee, Scotts Valley, Seal
Beach, Signal Hill, South San Francisco, Temple City, Visalia, West Sacramento,
Westminster, Woodland, and Yuba City.
The plans we provide include Retirement Enhancement Plans, which supplement CalPERS
current safety and non-safety plan formulas (e.g. 2% at 55), Alternate Retirement
Plans for part-time, seasonal and temporary employees in lieu of Social Security, and
Separation Incentive Plans (one-time Golden Handshakes e.g.).
Most importantly, our Plans are not the cookie-cutter variety that other large
providers may charge an arm and a leg for in upfront fees and embedded charges to
investments. Rather, we specialize in custom-fitted plans that are tailored to each
agency's specific needs and goals. We will also work with you on a fee structure
that works best for your agency, but the fees will all be known and never buried in
investments. Ask us about how to convert accumulated vacation and sick leave into
pension plans. Ask us how to work Post Retirement Health Care into a supplemental
401(a) plan.
Call us for more details on why more and more cities are establishing PARS 401(a)
plans to supplement their current retirement programs. Our staff is made up of
retirement/finance professionals who have years of experience in creating these plans.
Our Consulting staff is led by Kevin Murphy, former City Manager of Newport Beach
(1992-1998) and Alhambra (1983-1992) who understands the inner workings of city
organizations and how to tailor the plan to meet your needs and obtain City Council
approval.
