Based upon initial responses to my first inquiry, I thought I'd better clarify my need for an answer/opinion for a related issue.  For those who use contracts for most services, do you have an employee in your organization who oversees these contracts?  In our situation, we not only have Town Hall service needs, but we will have tenant needs as far as maintenance and lease negotiations.  We are beginning to think we need a person just to deal with contract oversight and tenant "hand-holding".  We are unable to determine whether this position would need to be full-time or if these responsibilities could be combined with an existing position (not mine, of course!).  If you have someone in your organization who has similar responsibilities, please indicate whether it is only a small portion or their total function, or if it is their total function.  Any thoughts on this would be appreciated.
