The Governor's May Revise released today proposes that local governments be
given $250 million next fiscal year on the same basis as AB1661. AB1661 was a
one time allocation totaling $150 million statewide in 1999-2000. Half of the
allocation was population-based, half was based on gross ERAF loss. Note that
this was NOT a reversal or reimbursement of ERAF per se - just a one time
subvention based in part on ERAF contributions.
This is just the current proposal from the Governor. There will be lots more
discussion in Sacramento before the ink is dry. Both the dollar amount and
the allocation formula could change. I would play this one real conservative
and budget zero for it.
AB1662 (regarding booking fees) is a continuous appropriation and the dollar
amounts are the same as in the prior year. On this one you can budget at last
years amounts.
